But we may say that this is not enough reason for him to refuse any kind of war with Algeria. Because if he does so, he will be excommunicated from Islam and Muslims will boycott him in their homes, schools, and offices.

The second reason why I think that this war can't happen is because of religion. The country of Algeria is a Muslim country while Morocco is a non-Muslim country (or at least they have no official religion). If they would fight each other, it would mean that both countries would become apostates (as Christians). This will be a disaster for both countries as well as for their citizens' lives!
